Anne Kaiser

Delegate Anne Kaiser is in her fifth term as a member of the Maryland House of Delegates, representing the 14th District in Montgomery County. She is honored to serve on the Health and Government Operations Committee and the Rules and Executive Nominations Committee. Her district includes parts of Silver Spring; Calverton; Colesville; Cloverly; Fairland; Burtonsville; Spencerville; Olney; Brookeville; Ashton; Sandy Spring; Brinklow; Laytonsville; Sunshine; Goshen; and Damascus. Anne lives with her wife, Nancy, and their daughter Allison Joan “AJ” in the Calverton neighborhood in Silver Spring.

Background

Anne was raised in Rockville, Maryland and graduated from Rockville High School. She then attended the University of Chicago, graduating with a B.A. in Political Science in 1990. She then earned two Masters Degrees from the University of Michigan in 1995, a Masters in Public Policy and a Masters in Educational Studies.

Career

Between college and graduate school, Kaiser worked for Congressman Neal Smith (D-Iowa) as well as for Maryland Delegate Hank Heller. After graduate school, Anne worked as an Economist at the IRS. While working in the legislature, Kaiser has found a second career in teaching. She is an adjunct professor at the University of Maryland, College Park teaching courses on Women in Politics and Public Leadership. 

Community Involvement

Before her election to the House of Delegates, Anne was active in many civic and political organizations in Montgomery County, and coached youth basketball for three seasons. She served in leadership positions as Chair of the Mid-County Citizens’ Advisory Board and Co-Coordinator of the Montgomery County Women’s Fair. In 1998, she was elected to a 4-year term on the Montgomery County Democratic Central Committee. She is a lifetime member of Tikvat Israel (formerly Beth Tikva) Congregation in Rockville.

House of Delegates

Capping a dream she had since she was 5 years old, Anne was first elected to the Maryland House of Delegates in 2002, and was reelected in 2006, 2010, 2014 and 2018. Kaiser is a member of the Health and Government Operations Committee and the Rules and Executive Nominations Committee. 

She was previously Chair of the Ways & Means Committee where she helped set the direction for K-12 education policy and was instrumental in advancing voter protections and easing the tax burden on working families. Kaiser previously served as Majority Leader for two years and was Vice-Chair of the House Democratic Caucus. Her previous service also includes time as the elected chair of the 24 member Montgomery County House Delegation, the largest in the state of Maryland.

Delegate Kaiser is honored to have been recognized by a variety of organizations throughout her career, including: Equality MarylandWomen’s Information NetworkMaryland Nurses AssociationMaryland Association of Youth Services BureausOlney TheatreMontgomery County Chamber of Commerce, and Montgomery County Volunteer Fire-Rescue Association. In recognition of her commitment to public education, she has won awards from the Montgomery County Region of the Maryland Association of Student Councils, Maryland Schools Counselors Association, and Strong Schools Maryland. The Daily Record named Delegate Kaiser was one of Maryland’s Top 100 Women in 2006. She has received seven certificates of appreciation from the Maryland Municipal League.
